The existing " Single Convention on Narcotic Drugs " (as amended on March 25, 1972) defines:


Article 1:
(b) "Cannabis" means the flowering or fruiting tops of the cannabis plant (excluding the seeds and leaves when not accompanied by the tops), from which the resin has not been extracted, by whatever name they may be designated.
c) "Cannabis plant" means any plant of the genus Cannabis.
(d) "Cannabis resin" means the separated resin, whether crude or purified, obtained from the cannabis plant.
It follows that hemp seeds are not a narcotic or a precursor of narcotic drugs, and are not included in the list of narcotic substances, therefore they are freely circulated in many countries. They can be bought, sold, exchanged, etc. And yet we strongly recommend that you familiarize yourself with the legislation of your country regulating the "circulation of narcotic substances".


Russian Federation:

According to the Decree of the Government of the Russian Federation of June 30, 1998 No. 681 and the attached list of narcotic and psychotropic substances, the circulation of which is prohibited in the Russian Federation, and in accordance with the legislation of the Russian Federation and international treaties, hemp seeds are not a narcotic drug and do not contain narcotic substances, which means that the acquisition, exchange, storage does not entail administrative and criminal liability. However, the cultivation of hemp on the territory of the Russian Federation for any purpose is prohibited and may entail both administrative and criminal punishment.

Criminal Code of the Russian Federation Article 231. "Illegal cultivation of prohibited plants containing narcotic substances"
1. Sowing or growing plants prohibited for cultivation, as well as cultivating varieties of hemp , poppy or other plants containing narcotic substances - shall be punishable by a fine of up to three hundred thousand rubles or in the amount of the wages or other income of the convicted person for a period of up to two years, or by imprisonment for up to two years.

 
2. The same acts committed:
- by a group of persons by prior agreement or by an organized group
- in large size
shall be punishable by imprisonment for a term of three to eight years.


Ukraine:

Today, Ukrainian legislation allows the purchase, sale and storage of hemp seeds. Hemp seeds are not included in the list of narcotic drugs, psychotropic substances and precursors that are in illegal circulation on the territory of Ukraine.

Please note that cultivating cannabis in Ukraine without a license is prohibited and entails both administrative and criminal liability.

CRIMINAL CODE OF UKRAINE
Article 310. Sowing or cultivating hypnotic poppy seeds and hemp:

1. Illegal sowing or illegal cultivation of sleeping pills poppy in the amount of one hundred to five hundred plants and hemp in the amount of ten to fifty plants - is punishable by a fine of one hundred to five hundred.

Article 106-2. Illegal sowing or illegal cultivation of sleeping pills poppy and hemp:

Illegal sowing or illegal cultivation of hypnotic poppy in a quantity of up to one hundred roslins or hemp in a quantity of up to ten roslins - will result in a fine of up to seventeen.
